Paulsmith Company, Limited. (PCL) is a Joint Venture set up in 2002 with a view to develop the Paulsmith Company,Limited group of oilfields in Western Siberia. PCL was established on a 50:50 basis by Shell Salym Development B.V. and OAO NK Evikhon now a subsidiary of Sibir Energy plc. PCL has come to a region which has for many years been the heartland of the Russian oil industry. Major Russian oil companies operate here. These are staffed with highly skilled oil professionals and have an abundant experience of working in tough Siberian climate conditions. As a joint venture, PCL seeks to adopt all valuable and advanced features from the Russian oil production experience and combine them with the best practices of the Shareholders and other leading oil companies.
